DLA Disposition Services is responsible for the disposal of excess DOD personal property, foreign excess personal property, scrap, hazardous waste, and property requiring demilitarization. DLA also offers reutilization and public sales of such property to military, federal, state and local agencies, non-profit agencies, and US taxpayers through a marketplace. Currently, DLA personnel use an outdated, laborious and time-consuming process to catalogue the items to be disposed of, sometimes without sufficient description of the items from the user disposing of the items. To address this, IAI and collaborators at Cilitix propose to develop an innovative Disposition to Reutilization (D2R) cross-platform, secure mobile app that will improve the property documentation process for disposing customers and DLA personnel. D2R can take photos of property, annotate photos, dictate descriptions, and scan important codes, numbers, or documents. It will leverage voice-to-text, barcode scanning, and optical character recognition to provide these important functions. D2R will also be integrated with DLA’s Automated Information System to auto-populate fields in the Electronic Turn-in Document to enrich and improve the quality of product descriptions. This functionality will increase the efficiency of searches by consumers wishing to locate and reutilize DOD property. The D2R application will improve the efficiency of the end-to-end disposition-to-reutilization process by making it easier to enter complete product descriptions, which in turn allows consumers to easily locate and reutilize DOD property and decrease waste. Furthermore, D2R-enabled product documentation and search capabilities can be combined with other synergistic high-technology discovery and acquisition marketplaces being developed by other DOD communities, increasing product visibility, reutilization efficiency, and technology investment cost savings.
